character name: Yuri “Lunatic” Petrov
Fandom: Tiger and Bunny
Timeline: End of the first season
character's age: Unstated. Estimated to be very early thirties.
powers, skills, pets and equipment:
Pets: N/a.
Equipment: There is his Lunatic mask, cape, and costume which he wears on his hunts. There is also his crossbow which he uses to fire (pardon the pun) his flame arrows. If I have to choose between what he gets to bring, I would have him bring his crossbow.
Powers: He is able to produce and manipulate blue-green flames which can easily overpower Fire Emblem's flames - likely due to their being hotter. He can use his flames to propel himself in a way similar to Sky High's jetpack, and is able to burn through walls with them. He uses a crossbow to launch attacks at a longer range, shaping his flames into arrows to use as ammunition. The flames which appear around his eyes seem to be connected to his emotions and appear mainly when he is angry.
It is possible that Yuri's flames don't burn indiscriminately and he is able to adjust what and how far they burn. When he passes through a wall in episode 16, only the small space through which he steps burns and the rest of the wall remains intact. The same is true of his cape burning off - the flames don't affect the rest of his costume. The same episode also reveals that he can disappear into a burst of flames into thin air while jumping off a building, raising the possibility that he can turn himself into flame-- which may also explain how he managed to squeeze his entire body into such a small hole that he burned in the wall (evidence of the burn appears to disappear once he steps out, though it may be an animation mishap). Additionally, scorch marks don't seem to appear when he burns the ground. Even when his powers first awaken, his flames envelop only Legend's arm to the elbow, and it is likely Yuri received a scar from the incident was because he didn't have complete control over his powers yet.
On that note, it seems that Yuri has very precise control over his powers, in burning, usage, and in sheer power. It could be argued that he has the most control over his abilities and most versatile within the series so far. However! He never uses them in his Judge/Yuri guise. They are only to be used for execution of those he deems needing to be killed.
Skills: Though they may not be listed in the wiki themselves, Yuri does have some notable skills that are seen on camera. For example:
Makeup artistry-He uses this to cover up the burnt handprint on his face. Considering how nasty it looks when uncovered, and how his face otherwise appears to be perfectly normal, he’s gotten skilled at covering it up.
Research: He often watches for targets, and has overviewed the data on Kotetsu on a number of occasions. It helps that due to his high position both on the Hero TV as curator and within the Department of Justice he has access to all sorts of information; however information that you may want to find is not always as simple as typing in a name. Specialized databases such as for that of theDepartment of Justice would also be specialised in its research and searches, if only due to the sensitive subject matters.
Sewing: It’s more or less speculation, but it has been thought that he designs and sews his own costumes.
Law: He’s become a Judge at a very early age, which should (hopefully) mean that he knows the laws of Sternbild very well. May or may not apply here. He could easily work as a lawyer, as he would have had to for at least a period of five years before appointment, depending on the country and laws.
Organization: He does a lot of paperwork and errands other people don’t want to do behind the scenes. Besides that, there’s his Lunatic gig and taking care of his ill mother. Gotta hand it to him.
Mathematics: Pretty sure he’s the one doing the calculating when it comes to the amount owed in damage fines, and how the heroes get to pay it over the long term.
canon history: http://tigerbunny.wikia.com/wiki/Lunatic History can be found here.
personality: Yuri Petrov is a man of personas, and it takes a lot of digging in order to get to his core being. Considering what little is known about his history, there has to be a lot of observing, reading various materials provided by Sunrise (the creators of Tiger and Bunny) as well as other released materials. In short, some of what is provided is headcanon, and could be changed when more information is released.
His public persona is a pleasant face. Similar in ways to serial killers, he appears to be a quiet, well rounded, and respectable individual. Though young for his position, Yuri is an intelligent man, who thinks before he speaks. Sometimes he says what may seem to be common sense, or what needs to be stated, especially during an emergency. Even when stuff is going down, Yuri Petrov is there, feet on the ground and not faltering at all. He’s a serious man, a workaholic who takes everything onto his shoulders, and makes himself responsible for it. If other people can do their work without help, that’s more than fine with him; but if they need a prompt, or a nudge, he will do or say what needs to be done to keep the ship running smoothly.
He is a man of iron control, only relaxed when he is alone. And he is alone more often than not when we see his secrets, his thoughts on the past events, and true emotions. Only alone in the shower do we even see his scar, the shape of his fathers hand writ across his face-but it is quickly covered up before anyone else can see. Not even his dementia ridden mother is allowed to see his true face.
It wouldn’t be surprising if he used his workaholic attitude to keep his secrets and to keep himself isolated. It’s sad, and is very similar to Kotetsu at the start of the series: work too hard, come home exhausted, and keep their honest feelings of people and situations locked up inside. But Kotetsu, though dismayed at first, got a partner. Barnaby came into Kotetsu’s life and eased the isolation and loneliness, making his life easier and happier. Yuri never had that, and on his current path never will. He’s seen first hand how easily people can change, given the right motivations and events.
It was a hard lesson, that came in the form of a man.The man that he had looked up to has a child, who told him the glory of “justice”, how one must stand up for it in the face of injustice. That man was his father-who, in the face of his waning lack of power, turns to booze and beats his wife. So Yuri tried to do the right thing.
And by pure accident, he killed his father with his awakening NEXT powers. The trauma of this event, hushed up as it was, may have been Yuri’s pivot point. Yuri is filled with guilt over what he had done, for all of the intellectual debates he has with himself, and the ghosts of the past. Thus, Yuri shuts himself off from the world and the respectable mask is held firmly in place for any and all socializing situation. It’s difficult to imagine someone with such iron control over their physical reactions. But after we see his dementia ridden mother, it’s little wonder; he causes his mother to go from a plate throwing rage to cringing and whimpering over a slight frown.
For a while, he may have been able to appease what little bit mattered to him by pursuing justice in the moral way; first by his studies, then by his work. But it wasn’t enough. In the world of grays, the courts and the heroes were not giving the criminals what they needed; those that killed should die, no matter if its accidental or intended, directly or indirect. That would be the only sure way that there would be no more ‘accidents’, no slip through the cracks. The pure justice that he held so firm to his heart would be ensured.
Thus, Lunatic was born. This persona was not brought out right away; he would have needed time, planning, not to mention targets that were by evidence killers. He did this for all of those that he killed, and only allowed his papa trigger marr the judgement for one. He did not kill that man though, realizing it was a waste of time, and vanishing to his frustration.
Lunatic is a vigilante of ‘justice’ who kills those worth killing. He is different from Yuri in many ways; he is passionate, openly mocking, and cruel. In many ways, Lunatic is Yuri’s outlet for the frustrations he deals with daily, whether it is dealing with the various Heroes (which are in his opinion, ranging from mere idiots to toadies), to seeing his justice done, swiftly without having to wade through paperwork, lawyers, or politics. There’s something satisfying to getting a quick end.
With that consideration, it is very unsure if he could be considered an addict for justice. But still, he has shown evidence that he can wait on the matter, so long as he’s sure who to kill.
The way Yuri expresses himself bodily is also different in both personas. As himself, he is quite contained, a poker face who can think viciously of how much he dislikes the person without anyone catching on; he does not change expressions much in public, preferring to speak slowly with heavy consideration and thought. If he is angry, thoughtful, or seeming content, most likely the expression will be found in the tightening skin around his eyes.
Lunatic, on the other hand, has some tell a tale signs as to how he feels, and acts. His gestures are much more melodramatic, mocking, and at times doll like. Do not trust what he says; he lies even to himself.
why do you feel this character would be appropriate to the setting?
Yuri is...well, he’s a complex man in a complex world. Scorched, with all of its interactions, various facets and faces is a complicated world of its own. But a big thing that I would love to see is how he questions himself in seeing the amnesty, Themis, and how some people here are known as killers and some merely get their kicks out of the torture of others. Plus, there is the killing of monsters. Why should he go after just the human killers? Would it be just to kill those that would kill others for food? For pleasure? It’s a shade of grey that he may not be comfortable in considering, which makes it all too pleasurable for me.
I also just like the idea of Yuri teaching makeup and sewing for monies. Also figuring out ways to turn the Alliance on its head.

I’ve been viewing the past posts, and it seems there is a grievance amongst us. I listened as I heard of a young man and his companion attacked, within the city limits of Dismas. I listened to when they tried to air their concern, and were ignored. For spite? Or does it illuminate our helplessness?
Perhaps there is a lesson to be learned from this. That no matter what racial slurs, discrimination, or other hate crimes there may or may not be at our respective home worlds, it is alive and well in this world.
What would be just in this situation we’re in? Should we continue as we are now, accept that we are unwelcome? Should we peacefully try for change? Or would it be better to take this regions for ourselves?
I welcome your opinions on this manner.

He woke again to ghosts and armies running down his back. The nightmare had left him with a sore back, and a mouth full of cotton. The actual contents of what he had dreamed was unknown to him this time. But he did not worry. He did not wonder if he had screamed at night, or burnt the sheets, let alone the bed. He hadn’t worried about that since he was the emergence of his NEXT powers.
But there were other things that reminded him to be cautious; that of the thought broadcast, where dreams and thoughts filtered onto the network. So he checked for that, as he did for matters of importance every morning. It was routine now, just like with most things having to do with waking up these days. Wake up. Ensure that he did not look like hell warmed over. Check the posts that may have popped up via the Forge. Make notes of those worthy of interest. Look over himself one more time, before leaving for a leisurely stroll.
Yuri had this routine down to a science, letting him think about other matters on his mind. There was a sale on certain loose leaf teas currently. And there was a cross bow that he wanted to look at, to ensure a certain about of discreteness.
Normal things to think about. So he mused as he left his apartment, and went out on the fogged filled streets.

Writing Samples

Network Post Sample:
I hope you forgive me for the context of this text. Forgive me, Scorched of Anatole, of the tunnels within Dismas, of Wynn and refugees unknown to us of this world.

Third Person Sample:

Anything else? Here, have some pretty melodramatic villain in your life~

<br </cut>
